Abstract

Since the first day of its creation, humanity has been in a constant change-development and with the increase of its population by spreading all over the world over time, developments and diversifications have occurred in the ways of using the land for millennia. When this happens; The management, or rather the need to be managed, of an important asset such as land has also become inevitable. This form of management is called real estate management. Although there are many definitions of real estate management today; The most comprehensive and meaningful definition to be made in this regard will be “making land resources the most functional use”. People's developing technology, increasing needs and the need for urbanization in this direction have given birth to the "real estate planning" element of real estate management. Zoning planning is carried out at various levels in order to ensure efficiency in the life functions shifting to the cities and to implement this urbanization in a healthy way. While Zoning Planning is a subject that needs to be emphasized on its own, public immovables, which form the basis of the planning issue and ensure the implementation of the zoning plans, are also one of the vitally important issues that need to be examined in detail. In this study, zoning planning and planning stages have been extensively emphasized, and in the light of the Public properties, which stand out with their feature of playing a role in zoning planning among public immovables; zoning planning has been examined with examples in terms of Public Properties in Şanlıurfa. The effective use of Public Properties within the scope of zoning planning has been demonstrated.
